Add webhook hosting capability to the CCM framework

Hi @cheftako 👋 1.23 Docs shadow here.

This enhancement issue is listed as None required for docs in the tracking sheet. I believe we need a PR to have documentation for this enhancement in k/website repo. If I'm mistaken, let me know!

Otherwise, please follow the steps detailed in the documentation to open a PR against the dev-1.23 branch in the k/website repo. This PR can be just a placeholder at this time and must be created before Thu November 18, 11:59 PM PDT

In light of code freeze on November 16th, please link the code PR related to this enhancement in the description so the release team can track it. As of now, the status of this enhancement is at-risk.

Please feel free to ping me once the code PR's are merged.

Hello @cheftako 👋, 1.27 Enhancements team here.

Just checking in as we approach enhancements freeze on 18:00 PDT Thursday 9th February 2023.

This enhancement is targeting for stage alpha for 1.27 (correct me, if otherwise)

Here's where this enhancement currently stands:

  • KEP readme using the latest template has been merged into the k/enhancements repo.
  • KEP status is marked as implementable for latest-milestone: 1.27
  • KEP readme has a updated detailed test plan section filled out
  • KEP readme has up to date graduation criteria
  • KEP has a production readiness review that has been completed and merged into k/enhancements.

The status of this enhancement is marked as at risk. Please keep the issue description up-to-date with appropriate stages as well. Thank you!

This is on track, just waiting for kubernetes/kubernetes#108838 to be merged which I believe should happen as soon as @cheftako gives a new lgtm after the last update, all outstanding comments on the PR have been addressed and all areas are approved and have previously been lgtm'd.
